The Centers for Medicare and Medicaid Services (CMS), formerly the Health Care Financing Administration (HCFA), is a federal agency within HHS. CMS has established Conditions of Participation related to organ and tissue donation and transplantation for all hospitals, organ procurement organizations, and transplant centers.
